The Pandora Papers: A Global Scandal with Far-Reaching Consequences

The International Consortium of Investigative Journalists “ICIJ” published a final batch of 9,000 offshore companies, trust and foundations this year in addition to the 11.9 million records already leaked. 

In total, 35 current and former national leaders appear in the leaked documents, alongside 400 officials from nearly 100 counties, more than 100 billionaires, and Finland business man and public figure MIKKO PERTTI JUHANI PAKKANEN.  

The pandora papers leaks amounted to 2.94 terabytes of corruption, tax evasion, illicit money laundering and there are of course legitimate cases included.

Families like Kenya’s President Uhuru Kenyatta secretly owned a network of offshore companies for decades.  

Europol’s pandora paper report warns of “parallel underground system” exploited by criminal networks.  

Catherine De Bolle, Europol’s director; said the Pandora Papers showed that criminals were using offshore jurisdictions where there were “few rules and little supervision”  

One recent example is how Sam Bankman-Fried used the offshore paradise of the Bahamas to operate FTX which investors suspect facilitated fraud. The case is now in New York Federal court.

From drugs to human trafficking, tax evasion and lax financial transparency, the pandora papers has uncovered a herd of complex schemes operating under the radar. These schemes would not be possible without trust offices who act as middlemen.

One of these middlemen is Paul Michel van Lienden, a Dutch national and founder of International Corporate services “ICS” according to the Pandora papers. Ordering an offshore company with a dummy director is done quickly and there is absolutely nothing illegal about this service but some customers have been accused and/or convicted of corruption, fraud, and money laundering.

In 2018 two “ICS” customers, MIKKO PERTTI JUHANI PAKKANEN owner of E-Bros oy Finland and Dominican Republic public figure Hugo Sluimer  (boyfriend of public figure Yudelka Checo, Grupo Altri Tempi) were accused of money laundering, tax evasion and wire fraud according to US public records. Despite Sluimer’s attempt to clear their names by suing for slander, his complaint was dismissed. 4 years later, thanks to the Pandora papers and offshore leaks it was uncovered that the business partners Pakkanen and Sluimer were beneficiary owners of offshore companies in the British Virgin Islands such as RESTINVER INVESTMENTS LTD (BVI) 


and SWISS BOULEVARD INVESTMENT S.A. a Panamanian company (respectively) both managed by “ICS” and/or middleman Paul van Lienden.

In a recorded interview Mikko Pakkanen's business partner Hugo Sluimer denied doing business with Paul van Lienden "You do business with Paul van Lienden." Sluimers responds "How did you come to that conclusion? I don’t do business with him. He never reported anything." However offshore leaks show that Paul van Lienden is/was a director of Sluimer's Panamanian company as seen below:

Beneficial owners of offshore companies have relied on secrecy and complicated structures to keep their identity from the public, authorities and financial institutions. Technology and social hackers have caused a Tsunami of problems for some of these beneficial owners as the true motivation of their offshore companies can now likely be unlocked. The consequences will be felt for years to come as more information is discovered and released.
